Lisbon is lovely, I was there last June and it's just such a nice place, the people are so friendly .... it's not expensive at all, and you can take the train to the nearby seaside resorts or interesting towns, it's very easy to get around. Take the trams around the city rather than the tourist buses. The majority of the locals speak English.
A word of advice though - like every other major city, the public transport system has petty criminals, pickpocketing is rife. Just mind your stuff and you'll be fine.
